1. Make a new layer called outlines. Ellipse select, and make a nice ellipse in the eye's place. Select>shrink, then shrink by 10px, then ctrl+x to delete the middle. 2. On the background, take a paintbrush that will fill the whole eye without going over. (Here Circle (19) at scale 10) and select the color. I used #0000ff. 3. Use the paintbrush's Circle (19) again, this time scale 6.15 and black. Make a neat circle in the eye (you can also use ellipse select to make an ellipse) 4. Now the shine. Take white, and Circle (19) scale 2.00. Dab in onto the edge of the blue and the black. 5. Now color in the rest of the horse. ¡NOTE!: The eye I worked on was huge. You may want to make the sizes smaller.
